home damage
Our basement leaked and the previous owner is the contractor who finished out the basement. sHould he be responsible for the damage?

There is not sufficient information to give you an answer. Did the previous owner know of the leakage? Did the previous owner allegedly waterproof the basement? In order for the previous owner to be liable for damages, they had to have done something wrong that proximately caused the damages. Or they knew about the problem and failed to disclose what they knew.
