Legal Question in Construction Law in Texas

Why does the legal aid want to charge someone money, when they have none. you cant get divorced, they said unless to pay there lawyer. i was told that legal aid helps you for free,we have a problem with one of the lawyers here in texas I need help here to get my divorce. I was also told they count your foodstamps as money to add to the lawyers fee. after i pay the lawyer i will have no money for food, much less rent an bills
