Basically you have to give notice of non-payment and then file your lien affidavit with a copy to the owner and the general contractor. The notices are always sent by certified mail.
The timetables depend upon whether you're the general conytractor, a sub to the general, or a sub to a sub.
Details are spelled out in Section 53 of the Texas Property Code.
