Municipal Utility District Responsibility/Liability for Sewer Repair

My Municipal Utility District, Clear Brook City MUD, (near cities of Houston, Pearland, and Pasadena, TX) claims they are not responsible to repair my sewer artery tap into their main sewer line despite the fact that the damage is not on my property, but inthe utility easement of my neighbor's property.

Some contractors contacted claim they are, other say they are not. This is an expensive repair, and I need to know legally where Clear Brook City MUD should take responsibility for repairs.

Insofar as I know, their liability ends at the tap.
