How does the UBC code attach to a citizen not engaged in commerce ?

I was repairing my home myself and recieved a citation for

modifying my home without a permit.

I have been granted a permit by the city to do the work.

While applying the city employee said that the ticket for no permit had my home designated as a commercial property.

I am researching the code and found the section that describes the violation and that the state establishes the fines and the case is styled The State VS ''my name''

My question is how does the building code attach to me?

Is this actually UCC?

If so what contract am I envolved in?

Does this apply to a citizen of Texas repairing his home on his property?

The Uniform Building Code sets out the minimum requirements for safe construction. It doesn't make a difference who is doing it; the construction must come up to Code standards. It's for your safety. Just like the National Electrical Code keeps you from doing work that would electrocute someone, or burn the house down.

It has nothing to do with the UCC (Uniform Commercial Code).
