Automotive Title

I have a car that I purchased and I had the original title, it has since been misplaced. However, the original owner has no plans to sign the title over (she claims this has been done allready, yet the county records state she still has the auto in her name). From what I gather, if I request a new title, then it would be sent to her address and not mine. Even if I had the title it would still be in her name. How would I obtain the title? I have politely called her and asked her to sign it, but that is not working. She can't sell a car and not sign the title right?

You can go to one of the district/regional offices of DPS in your area. The process is described on the DPS/TXDOT website, with downloadable forms. You need to get a bonded title. It is more expensive, but it sounds as if the only way you get clear title.
