buying a car
When the dealer is unable to get approval on the first contract I signed and comes back with a new one with a higher payment can I refuse the new contract, return the car and get my money back?

Read the terms of the contract as to whether they can come back with a higher rate. As far as returning the car goes, you are stuck with it.
