Car dealership didn't send Title

I bought a late model car from a dealership in April 2004, I realized by August they still hadn't sent me the title. I paid cash for the car and tt&l on the spot. Well I went back and they said they needed me to inspect my car for them to send my title I asked if it would be in in time for my registration. She said if I wanted she could send it and get my registration then if I had the money I did not have it on me so I said I might come back and she said if i was back by wedneday she would do it for me. A month later i'm still waiting and she starts getting rude saying that my receipt of my title was contingent upon me bringing her in the registration money. Now by law was she not required to let me know I was not getting my title in april because of inspection and then to tell me in August that she had to have my registration money or I would not get my title? What course of action can I take cause now i have an expired registration ticket because they were completely lax in doing their job to ensure a proper transaction.

Write to the Commissioner of Motor Vehicles in Austin and give him the details of the transaction; parties, dates, and money that changed hands. Let him know that the dealership has not given you good title, refuses to give you good title, and that you wish to file a claim against their bond.

TT&L means tax, title and license. You are responsible for inspections after you bought the car. That has nothing to do with their giving you good title. You should have received the title within a matter of weeks, maximum.
