What are my rights if the other person is not paying their part on the bill?

If you're the cosigner, you have the right to sue the other person for the money you had to pay out, for whatever that's worth. Other than that, a cosigner has no rights; only the duty to make the payments if the other person defaults on the loan.

It depends on the facts. Are you a co-signer or a roommate sharing a place or a partner in a business?
