Disclosure of Personal Information

I traded in a car and gave the dealer all my maintenance records, and they contained my name, address and phone number. A dealership employee then put the maintenance records in the car, and sold it. The new owner got my number from the maintenance records, called me and asked about the vehicle. I'm worried about identity theft and my own safety, should the new owner turn out to be some sort of violent criminal. Despite several conversations with the dealership management, there has not been any action taken to correct this violation of my privacy. Is what the dealership did illegal, and if so, what can I do next?

As of this moment, there has been no identity theft, ergo no damages. Thus, even if there was something "illegal", there is no recovery. It's kind of academic and totally speculative.

The dealership hasn't done anything illegal. You gave them the records without any restrictions.

Name, address and phone number is the same information as the telephone book has, and is insufficient for identity theft.
