Can an electric provider still disconect your service for past due balance when the temp has been 100 degrees for several days

Maybe. In 2006 there was a statewide moratorium on shutoffs for low-income customers whenever there was a heat advisory. Since then, the state instituted Lite-Up Texas, an assistance program, and discontinued the moratorium.
To the best of my knowledge: If there is heat-advisory, they cannot shut it off for the first 2 days following that advisory; and cannot shut off on the weekends.
If there is electric dependent health equipment they cannot shut it off.
Most of the companies have an internal policy to assist and/or delay shutoff.
In all cases, the customer has to notify the provider if they qualify for consideration.
