Fraud in used cars
I just bought a used car and the heater did not work. I just found out the reason is that the dealership bypassed the heater core because it was leaking. They hid this fact. I was told that everything on the car worked. Was it legal for them to hide this? Should they not have fixed it before it was sold?

When you buy a used car, you buy it as is, where is, with all faults. If the dealership bypassed the heater core, that's one thing. But proving it is something else. You can reasonably expect them to say they didn't know that, and when they checked the operation it appeared OK.
The only warranties that come with a used car are those you get in writing.
