Legal Question in Consumer Law in Texas
can a gas station in Texas charge whatever they want to for their merchandise and fuel? if no, who do i report them to?

You ask if prices can differ among different stores in Texas. Merchants, including Gas Stations and convenience stores, are not regulated as to their prices and may charge anything they want to as long as they are not charging different customers different prices at the same tines (for example based upon the persons' race). However, during times of emergencies such as hurricanes, raising prices too high to prey on customers is prohibited. Unfortunately, regularly you will find that stores in low income neighborhoods were there is less competition will charge much much more for almost everything than the same item in another neighborhood. Many shop owners choose to open in those areas since they feel they can get the most profits there. The last time there were prohibitions on that (which were Federal) were back in the Jimmy Carter Presidency.
