identity theft/fraudlently filed federal taxes

Someone filed federal taxes using my ssn and dob in another state using a tax preparation office and requested a tax loan. My credit report has an alert to not extend credit w/o first calling my cell ph., the loan was not extended but I also was not contacted. Still, the taxes were filed. I had to submit my taxes in paper and still haven't received my refund. Can I sue the tax preparation firm and/or the agency who checked my credit for the tax loan? Also, I am military and received a notice a couple of years ago from the VA saying my personal information was not compromised, but somehow a computer had been stolen or compromised. After that I put the alert on my credit. Also, a cell phone acct was opened by this other person about a year ago, but we resolved that and didn't have to pay the charges. We have filed with the local police for both situations. I have been able to track down some information about this person--they are in North Carolina. I appreciate any information/assistance. I am quite annoyed and want to put a stop to this person!

The authorities are going to be the ones to shut this person down; there's nothing you can do civilly. Contact the FTC and the IRS, and file a complaint against this thief. You've already filed with the police.
