Legal Question in Consumer Law in Texas
Is it legal for a hotel to refuse service to someone who has a history of complaints about the hotel, yet keeps coming back?

A private business can refuse service to anyone for any reason, as long as the reason is not an illegal one (race, religion, gender, etc)
