How Can This Be Resolved

I sent an application fee of $29 to a well-known breeder in Texas to be put on her waiting list for a free puppy. I then sent her an application for a puppy with a check for $500 to cover the puppy and shots. I indicated Rochester as the only airport. After my check cleared she called me to say that she could only ship the puppy to the JFK or Buffalo airport or I could send her another $50 to have the puppy shipped to Rochester. I told her that I was disabled and could not afford any more fees. She said she understood and would return my funds. That was Aug 2003. I made repeated calls and sent e-mails to no avail. In Sept I called and told her that I did not have time for this frustration and that my sister had died and I had to leave town. I was removed from her free pet list which I paid $29 to be on and I was blocked from her site. I contacted the Attorney General's Office and they sent her a copy of my statement. At the end of the required time for her response she replied saying that she had to hold the puppy for me for 30 days and therefore owed me no money. But to show that she wasn't a bad person I could put some of the money toward a new dog. She doesn't mind lying to the government and I can't afford a lawyer

If you can't afford a lawyer and you can't negotiate for yourself, then you might as well consider this a bad experience. The AG's office isn't going to do anything for you, and the lady is not going to give you your money back without being forced to.
