Legal Question in Consumer Law in Texas
strict liabilty
I would like to know how determine which falls under strict liability law.
Does a company truck, caring explosives, that hits another car fall under this law.

You should speak with a Texas attorney regarding inherently dangerous activities and how to approach this matter under Texas law, if the accident occurred in Texas.

Strict liability comes about when the activity itself is inherently dangerous.
Taking your scenario, a truck hitting a car is negligence, regardless of what the truck may be carrying. Now, if the truck exploded and damaged a nearby car, that would be strict liability.
