Swimming pool bankruptcy

I recently contracted a company to build a swimming pool. The contract called for payments of 90% ($15,000) of the total cost to be paid prior to the pool being finished. Well, the pool builder declared bankruptcy before finishing the pool, which is actually just a concrete hole in the ground now needing some $10,000 more to finish it. I understand this man is now building pools in a different city in Texas under a different business name. To me, this is legalized theft. Can he take all my money, not complete my pool, declare bankruptcy and then start all over doing the same thing to others using a different business name?

And, What can I do if anything to get the pool finished or my money back.

File a proof of claim in the bankruptcy court. Find a bankruptcy lawyer near that court.
