Legal Question in Consumer Law in Texas

Taking advantage of the Elderly and overbilling on telephone bills

My parents signed up for a phone/internet/long distance package with AT&T. Later AT&T sent a letter saying that package was not available in their area, and changed their package and charges. Their bill went from approximately $89 to $209. Phone calls were made to AT&T on numerous occasions, from both my mother and myself, and we thought the matter had been settled. Needless to say, it hasn't, and their bills have not been correct. My father has Alzheimer's and is unable to contribute to any of this.

I would like to know what federal regulations or statutes I can cite to get this matter resolved. Phone calls on a number of occasions has not yeilded me any luck.

Please help before my blood pressue goes up any higher
