Theft of Services

I had a electrical contractor come to my house for an estimate on hanging a fixture over the staircase. His pricing was extremely high. He told me that since I was going to use him, he would charge me a $69 fee since he came to my house. I told him I would not pay that. He said he would file a Theft of Service Charge against me. Am I obligated to pay that. I have not signed anything ...

Where did you find him? Does he have any marketing ads or website that promotes a free estimate? It is highly unlikely that the police would file this charge -- it is a civil matter.

You called him out for an estimate, not a service call. You are not obligated to pay that charge. Since you didn't order any services, there couldn't be a theft!
