I bought a vehical from an indiviual and now she refuses to give me the title. What should I do?

Contact the police/sheriff and file criminal charges. I presume you can prove you paid for the car. It'a criminal violation not to deliver the title when the car is paid for. Don't let the police/sheriff put you off by saying it's a civil matter. This is a criminal violation of the Traffic Code that they enforce every day.
