The Use of the work
Is it legal to send somone an
Invoice, when no work has
been done for you?
i.e: an invoice for services like
a listing in a global book?

If you were listed and contracted for that service, then you should receive an invoice and pay...right. If you didn't contract for that service or they didn't list you, then don't pay and write them a response...keeping a copy for your records.
