13 year old debt redated by coll. agency to show current

Capital One purchased a debt from Fidelity that Fidelity removed in 1997, not being valid. Capital One redated the debt to show 06/2003 and will not remove it from my credit report.

How do I get it off my report and how do they circumvent the law by re-dating for credit bureau purposes?

If you make a written request to the credit reporting agency (each one that is reporting it) and show your documentation that it is not legitimate, if they refuse to remove it, you have a cause of action against them for Fair Credit Reporting Act and Fair Debt Collection Practices violations.If you have sent those letters, you should contact an attorney.
