Legal Question in Credit and Debt Law in Texas

23 year old student loan

When my daughter was 15 she quit school and an got a loan to go to beauty school. She only went a month and dropped out. The check she recieved she gave back and nothing more was said. She now received a letter form some collection agency trying to collect on this loan that she does not owe.What should she tell this collection agency?

most student loans are collectible even after 8 years...but it sounds like a scam..do not pay without proof..or hire a lawyer to fight the claim..
