Apartment Security Deposit rules regulations

I gave any extra 200 on a 90 dollar deposit because of my criminal record. I broke my lease in may and moved out with a 45 day notice and permission. I left the place spotless. I was told I would recieve my deposits back. Now they are telling me because I broke my lease I will not recieve my pet or security deposit I need to know if that is legal and should I hire myself a lawer to help resolve this issue.

If you have written permission, then you should be able to recover at least part of your security deposit. But if all you have is verbal permission, and no disinterested third-party witnesses to the granting of permission, you've been skunked.
