Attempt to collect a consumer debt by a debt collector

I recently purchased 3 cell phones, was told the agreement, had a witness and we repeated the agreement to the salesman.

Paid the initial cost. When we received the first bill it was triple the amount that was quoted. I stopped payment on the check that I had paid the initial cost with and returned the phones a day or so after we got the first bill. There was only a couple of dollars in call, I paid that. Then get a call from a collection agency, I explained the situation and told him I had no intention of paying this bill. Do I have to pay this collection agency? Can they tie up my husbands paycheck? or any other earnings? Thanks for any guidance you can give me.

In Texas, no creditor may "tie up" or garnish your paycheck. If the debt collectors have threatened you with this, they have violated the Federal Fair Debt Collection Practices Act and you may be able to recover damages against the debt collector.
