Bank account garnishment

If a debtor receives a judgment in the magistrate court of GA, Douglas County, against a debtee, what is the Texas law concerning garnishment of the debtee's social security and retirement income through a Texas based bank?

You can't garnishee Social Security under federal law, and you can't garnishee a retirement account under Texas law.
