Legal Question in Credit and Debt Law in Texas

My brother and his wife have fallen on hard times with the loss of his job. His homeowner's association sent him a bill. His regular annual dues are $50. His hoa just sent his overdue amount,which with fees, is now 514 dollars. If not paid, they are threatening to add lawyer fees and even more. They are also threatening a lien on his home and foreclosure. How does an annual 50 fee go to 514 and climbing due to late charges? That is exorbitant to me. Please give me advice. He has given up and is feeling depressed about his inability to pay his mounting bills. I wanna help him in some way.

First..request a basis for the $514 fee..then negotiate. HOA sounds good, may be, but without reviewing the document filed with the County on the HOA it is not easy to answer. Does he have a mortgage? so many things need to be considered..IMHO best to find the money asap or it can escalate...but wo documents no legal answer possible
