calls from bill collectors

If I tell a bill collector to contact me only by mail do they have to abide by my request?

Yes. I would send the request in a letter, certified mail, return receipt requested. If they call after you can prove they have received your letter, it is a Fair Debt Collection Practices Act violation if it is a third party debt collector, a Texas Debt Collection Practice Act violation if it is the original creditor.
