Cell Phone Bill
Two years ago we cancelled a cell phone contract. I told the company that I could only make small payments at the time. Now they have turned it to a collection agency. The lady that called was very brutal, threatening to use my social security number to report bad credit against me. Can they do that? I tried explaining I could make small payments and she wouldn't listen. What other action can they take?

They can sue you for a judgment.
It appears, from your email, that you have not made the small monthly payments during the interim two years. If you start doing that now, it is less likely that they will sue you.

When you can only make small payments against a large outstanding balance, your credit is lousy.
They can sue you for the balance, although that won't get them paid any faster.
