City Hall collection other water bill on my bill

I live in Quanah Texas, just received my water bill today and it showed a prev. billing, when I called and told them that I didn't have a prev. bill, they stated that it was from a different house from 3 years ago. It was under the name of Dusty--name removed-- I just married him in July. Can they legally put a past water bill from 3 years ago on my bill? Dusty said he took care of that a long time ago, but does not have a receipt for it. City hall said that we are married now, so I am responsible for it, now that we are married. Is this legal?

You probably are, since Dusty came with all his baggage (including debts). That's now a community debt.
