collateral?
i have a roommate who refuses to pay4 months of electricity, unfortunately the only documents i have are the bills themselves. can i hold his things for collateral?

Generally speaking, no, that is self-help. Do you even have a lease? You may need to explore the options of eviction and getting a judgment against him.
