are collective agencies allow to obtain a persons credit report

Hi, I owed a hospital some money since 2000, and a collection agency is calling me all the time. we agreed in a amount, nut then they called me to tell me that they have pulled my credit report. They were reading the report to me. they told me that I have credit cards with 0 balances owed, that they will not give me any discount because I could pay the debt with those credit card. I told him that I was not using those cards because I have no money to pay them back. However, what I want to ask you is if they have the right to pull up my credit report.

They don't have that right. Report them to the Federal Trade Commission. You may also have a private cause of action against them for that violation.
