Legal Question in Credit and Debt Law in Texas

My company(A) did some subcontract work for another company(B). Its been 6 Months and I have not been paid. Company(B) has been paid from company(C) which the work was done. I had a verbal agreement and there is written documentation that the work was preformed and completed. I have received several emails from company(B) stating I will get paid when company(B) has the funds. What action can company(A) take?

call tex workforce commission for some claims, if building industry..file liens..and if less the 10k go to local small claim or Justice of the Peace..not enough info to advis better..
