Legal Question in Credit and Debt Law in Texas

I sold a vehicle on an installment contract. The party that bought and agreed to pay has wrecked the vehicle beyond repair and now has stopped making payments. The local small claims court told me i had to file in a court other than small claims enen though the amount owed is under $5000. Can i file a suit to get a judgement against the party? In what court?Will i have to hire an Attorney?

If you are suing for money damages only, and the amount is under $5000.00, Small Claims in the precinct where the debtor resides should have jurisdiction over the matter.
