Legal Question in Credit and Debt Law in Texas

contractors license penality

On 7/28/04 I was assessed a $5000.00 administrative penality due to a complaint against my air conditioners license. I haven't paid any of it. I just had a phone call fron the Attorney Generals office asking about payment. What can they do if I don't pay it. I'm in Texas so they can't garnish wages or take exempt property, can they. What is the worst they can do?
