Cosigner will not sign

My husband has an ex girlfriend who will not sign, so that my husband can refinance a truck in his name only. She says she will do so if he pays her some money. what recourse do we have?

A TRO seeking a permanent injunction to prevent her from reasonably withholding her signature seeking attorneys fees and court costs.
