credit card debt by ex

If an ex/live-in had access to a credit card and made charges on it, with verbal and written intentions on paying the money charged back is there any legal action that can be taken to demand this money be paid back to the account holder?

Sure. You can always sue your ex on a promise to repay. Winning may be hard. Collecting, even harder.
