Credit card debt versus nursing home

My mother in law is currently staying in

Texas with her daughter. She owes less than $1000.00 on a credit card. She may soon be going into a nursing home and place on medicaid. They will take all of her social security and pension benefits and leave her with a stipend. What happens to her credit card debt as she doesn not have the funds to pay it off?

They'll turn the account over to a collection agency and start bothering people to try and get her to pay. Eventually they'll write it off and wait to see if there's anything in her probate estate.
