Is it legal for credit card companies to contact your neighbors and inquire about your job status and other personal matters

They can contact neighbors to obtain location information about you - nothing else. They should not reveal any personal information about you or ask any other questions. To do so is a violation of the Fair Debt Collection Practices Act if it is a debt collector, of the Texas Debt Collection Practices Act if it is the original creditor.
