old credit debt

If you have a debt that is getting ready to fall off, can a collection agency reclaim the debt and put it on your credit report as if it is a new account.

Not legally, but it happens all the time. It is a violatio of the Fair Credit Reporting Act and of the Fair Debt Collection Practices Act.
