if 11 years ago a person got a credit card paid on it for a bit till they lost their job, everything, but havent paid on it since 1996 can this person be charged with ''theft of services''?

I suppose it is possible, but I have never seen that happen. The prosecutor would have to prove intent and that would nearly be impossible in a credit card situation, especially where the circumstances changed so dramatically.
