Debt collection: repayment of loan
How to file small claims against someone out of state? After agreeing to repay the loan 2 weeks after receiving, the currently person refuses to answer email, texted messages and phone calls. This person is a family member.

The small claims court/JP court usually supplies the information for arranging service of citation on a person who is out of state. If the person has zero ties to the state of Texas, however, in order to acquire personal jurisdiction you may have sue him in his jurisdiction, instead of yours.
