Legal Question in Credit and Debt Law in Texas

debt collections

I was contacted by a debt colloctor an i was told they were going to file a 1099 with the IRS. IF i payed them half of what i owed them they would condsider the debt payed in full they gave me 24hrs to come up with 3,000 dollars which i wouldn't pay. so my question is can they file with the IRS. if so what is going to happen they said they would freeze my tax refund an i will have to go to court. so i need to get a lawyer or file for bankruptcy?

hire a lawyer..that is unfair and you may collect IF you have names/proof..is it in writin??no a 1099 only means the IRS 'may' consider it taxable income to you..
