Fees for check returned NSF

If someone bounced a check at a grocery store, and it got to the point that a registered letter was sent saying they will file criminal charges for theft by check if I don't pay the amount of the check + $25. My question is, do I have to pay the $25? If I pay the amount of the check will that satisfy the debt in a court of law?

The store is Kroger in Dallas Texas.

Texas law allows creditors to collect a $25 fee in addition to the amount of the check. The failure to pay within ten days from receipt of the notice is presumed to be a criminal act. Your best course of action is to pay it.
