Is it illegal to use additional money paid out after tuition from Student Loans to pay off credit card debt?

That depends upon the stated purpose of the loans. Most, and emphasize most, student loans include the payment of books, supplies, transportation, room and board. If you charged your books to the credit card, paid your rent, electric bill, etc, it should not be a problem. If you paid off a trip to the beach, you might have a problem.
