IRS taxing Executor's Income for credit card debt after death of parent

My mother passed away in Oct 2007. She had a large amount of credit card debt. There was a will but it was not probated because there was no property or anything of value.

My question is: Even though I (her daughter/executor) am not responsible for her outstanding credit card debt can the IRS consider her outstanding debt as income for her executor and count that debt as income for me on a future IRS return?
