judgments and freeze accounts

I got a call from an agency in NY for another collection agency. They stated that they will file a claim for a judgment and freeze my bank accounts until the debt is paid. The original debtor has charged off this account from around 1998 and the other agency has added interest to where the debt total is double what I originally owed. They are also not on my credit report. I stopped paying on this debt almost a year ago and they are just now calling again. Also I offered to settle and they refused. Isn't the statute of limitations up and can they freeze my accounts? And what about the judgment? Does it go against my credit report? I feel that I do not owe them and that what I have already paid in the past is close to if not paying off my original debt. Should I worry about this or tell them to quit calling and leave it at that?

The statute of limitations starts to run on the date you stopped payment. Since you have been paying on the debt, the four years hasn't run.
