Friends of my owe me a large sum of money. They are in the process of having their home foreclosed on. Can I file a lien against this property to get the money that is owed me back? And can I do so even if they owe the IRS?

No. A lien on real estate has to come either from making improvements to the real estate, or be issued by a court. You can't slap a lien on property just because you claim they owe you money.

As a practical matter, if their home is being foreclosed upon, and they owe the IRS, your chances of being repaid are slim to none.
