What paperwork do I need to file a lien against a property owner who has not paid a landscaping bill? Do you have to go to small claims court?

Read through Section 53 of the Texas Property Code. That tells you what you have to do, and with what time you have to do it. You must follow it exactly.

Any lawsuit will be in a court higher than Small Claims because you'll want to foreclose on your lien to get your money.
